Recognising and preventing fatigue in shift work

Tired is not the same as lazy

Fatigue in shift work is a hazard, not a character flaw, and treating it as one is the first mistake many operations make. When a worker makes an error at the end of a run of nights, the instinct is to blame the individual - but the Health and Safety Executive is blunt that most fatigue is caused by the demands the employer places on people, and can be prevented by designing the work better. With more than three and a half million shift workers in the UK, this is a mainstream risk, not a niche one, and it lands hard in kitchens, care and any operation that runs late or starts early.

The science is uncomfortable. Someone awake for seventeen hours performs about as well as someone at the drink-drive-adjacent blood alcohol level of 0.05 per cent; at twenty-four hours the impairment is worse than the legal limit for driving. The body clock does not adjust for most permanent night workers, so the deficit accumulates rather than resolving. That is why the HSE says accidents rise on night shifts, after a succession of shifts, when shifts run long, and when breaks are inadequate.

Recognising fatigue and designing it down is a legal duty and a genuine safety win - and in a kitchen, an error at midnight is rarely just a dropped plate. Hot surfaces, sharp knives and wet floors do not become less dangerous as the shift wears on and attention frays - if anything the reverse, because the same tiredness that slows a hand also slows the judgement that would otherwise catch the mistake before it lands.

The HSE's guidance, Managing Shift Work, treats fatigue as a hazard requiring a formal assessment under the Management of Health and Safety at Work Regulations 1999 - not a workforce-planning preference. The Working Time Regulations cap night workers at an average of eight hours in twenty-four, but the HSE is clear that compliance alone does not manage fatigue: a schedule can be lawful and still exhausting.

The design levers are well established. Forward-rotating shift patterns - moving mornings to afternoons to nights rather than backwards - sit better with the body clock. Safety-critical night work is best capped around eight hours, and permanent night assignment avoided where it can be. Demanding tasks belong earlier in the shift, when concentration holds, and the two-to-five in the morning window, where near-misses cluster, deserves lighter loading and a genuine break rather than a working one.

None of this is exotic. It is scheduling discipline applied on purpose, and it converts fatigue from an accepted cost of running late into a risk the operation actively controls. The HSE is also clear that individual factors - a worker's second job, a long commute, poor sleep at home - interact with the schedule rather than replacing the employer's duty, so an honest fatigue policy asks about the whole picture rather than assuming eight hours off equals eight hours slept. What it does not do is treat the tired worker as the problem to be disciplined.

The human cost

Fatigue and burnout share a root

Chronic fatigue and burnout are not the same thing, but they feed each other, and both grow in the same soil of relentless demand and too little recovery. A rota that runs people ragged produces tired, error-prone shifts in the short term and departures in the medium term. Recovery is not a reward for the resilient; it is a safety control. A team that is chronically short of rest will make more errors, take more sick days and hand in more notice, and no amount of vigilance at the pass compensates for a workforce running on empty.

How shifts are sequenced, how much rest sits between them, how overtime is managed and whether the same few people always absorb the unsocial hours - these decisions determine the fatigue load before anyone clocks in.
