Why Is My Kitchen Failing on Smell at Inspection?

A kitchen can look immaculate and still fail on smell, because odour comes from grease inside the extract system, not off the worktops. Here is where inspectors actually look - and how to put it right for good.

The kitchen was spotless. The stainless gleamed, the floor was dry, the fridge logs were signed - and still the inspector paused at the pass, wrinkled her nose, and made a note.

It is one of the most deflating moments in catering. You have scrubbed since dawn, your daily clean is textbook, and yet the room still carries that heavy, stale-fat smell that seems to cling to the walls and follow you home on your jacket. Smell is not a garnish on an inspection - it is evidence. To an environmental health officer, and to the neighbour who complained in the first place, a lingering odour is a visible sign that something in your extraction or your cleaning regime is not doing its job. The good news is that kitchen smell almost never comes from nowhere. It has a source, a path, and a fix - and once you understand where inspectors are actually looking, failing on smell stops being a mystery and becomes a checklist.

What the inspector is really smelling

Odour is a symptom, not the disease

When a room smells of old cooking, the temptation is to reach for an air freshener and hope. But an experienced inspector treats smell the way a doctor treats a temperature - as a symptom pointing at something underneath. In a commercial kitchen there are really only a handful of underlying causes, and every one of them is something you can find and correct. The smell is telling you that grease-laden vapour is not being captured, extracted and discharged the way it should be, or that a reservoir of decaying fat has built up somewhere your daily clean never reaches.

The grease you cannot see is the grease you can smell

Rancid, sour, stale-fat odour is overwhelmingly a grease problem. Every time you fry, grill or chargrill, you release grease-laden vapour that rises into the canopy and travels through the filters, the plenum and the ductwork. What settles on the way becomes a warm, dark, oxidising layer that turns rancid over days and weeks. Your surface clean never touches it because it lives inside the system. This is exactly why a kitchen can pass a wipe-down test and still fail on smell - the odour is coming from behind the panels, not off the worktops. It is also a fire matter, which is why the cleaning of extract systems in the UK is governed by TR/19 Air, the specification published by BESA (the Building Engineering Services Association). TR/19 sets grease-deposit thresholds and recommends cleaning frequencies - broadly quarterly for heavy-use sites, six-monthly for moderate and annually for light - and post-clean verification, so that grease is measured rather than guessed at.

How officers judge it - and the law behind them

Odour from trade premises is dealt with under the Environmental Protection Act 1990 as a potential statutory nuisance - a smell so persistent and offensive that it materially interferes with a neighbour’s enjoyment of their own property. When a complaint lands, the officer’s test is whether you are using the best practicable means to control it. In plain terms, they are asking whether your extraction is appropriate for the food and volume you cook, whether it is properly maintained, and whether it discharges somewhere sensible. Design and odour control are benchmarked against two recognised documents - DW/172, the BESA specification for kitchen ventilation systems, and the EMAQ+ Guidance on the Control of Odour and Noise from Commercial Kitchen Exhaust Systems (2018), whose Annex C sets out a formal odour risk assessment. Neither is an Act of Parliament, but inspectors, planners and insurers treat them as the yardstick, so falling short of them is hard to defend.

  • Capture - is the canopy the right size and running at the right extract rate to catch the vapour before it escapes into the room?
  • Containment - are filters seated, ductwork sealed and access panels closed so odour is not leaking back out along the run?
  • Cleanliness - is the internal grease burden within TR/19 limits, with a certificate and before-and-after evidence to prove it?
  • Discharge - does the exhaust terminate at high level, typically at least a metre above the roof ridge, and away from openable windows and neighbours?
  • Abatement - for higher-risk sites, is there working odour control such as electrostatic precipitation, carbon filtration or UV treatment?

Turning a fail into a pass

Where the smell hides and how to clear it

If you have been failing on smell despite a spotless surface clean, the odour is almost certainly living in one of a few predictable places. Working through them in order turns a vague sense of “the room just smells” into a specific, fixable list - and gives you the paperwork to show an officer that you are using best practicable means.

The usual suspects, in order

Start with the parts of the system your team can see and touch, then follow the vapour deeper into the run. The further from the cooking line you go, the more likely you are to need specialist access - but the closer to the cooking line the fault is, the more likely your own routine can hold it. If the smell returns within hours of a full clean, the problem is a hidden reservoir; if it builds over weeks, the problem is frequency.   • Baffle and mesh filters - if these are not degreased on a tight rotation they glaze over, stop draining and turn sour; they are the single most common cause of a smelly pass area.
  • The canopy plenum - the void behind the filters collects a pool of grease that your cloth never reaches and that no amount of surface cleaning will fix.
  • Ductwork runs and bends - horizontal sections and elbows trap grease that oxidises into a persistent stale smell and needs mechanical access to clear.
  • Floor gullies, drains and the space under equipment - decaying food debris and fat under a fryer or behind a range reads to a nose as “dirty kitchen” even when the steel is clean.
  • Saturated odour control - carbon filters have a finite life and electrostatic cells need cleaning; once they are spent, untreated odour simply blows out of the stack and drifts back to the neighbours who complain.

Building a defence you can hand over

Passing on smell is not only about being clean - it is about being able to prove it on the day. Inspectors and, increasingly, complainants respond to evidence, so the kitchens that stop failing are the ones that treat odour control as a documented system rather than a last-minute panic.
