When Workshop Dust Triggered an HSE Investigation

A film of fine dust on a workbench rarely feels like an emergency - until an inspector connects it to a health risk you cannot see. Here is how those investigations start, and how LEV testing keeps you out of them.

A familiar scene

How does a bit of workshop dust end up as an HSE investigation?

It almost never starts with a dramatic event - it starts with something that looks completely ordinary, like a fine grey film settling on the tops of machines and the shoulders of the people working near them.

Picture a busy joinery. Saws running, boards being dressed, a haze catching the light near the extraction hoods. To the team it is just the smell and texture of a working day. But that haze is airborne wood dust, and wood dust is one of the substances the Health and Safety Executive takes most seriously. What tips an ordinary workshop into a formal investigation is usually a chain of small things - a worker reporting a persistent cough or wheeze to a GP, a routine inspection visit, or an extraction unit that has quietly stopped pulling the way it should.

The reason the HSE reacts so firmly is the health evidence behind the dust. Wood dust is classed by the International Agency for Research on Cancer as carcinogenic to humans, linked to cancer of the nose and nasal sinuses. It is also a respiratory sensitiser - carpenters and joiners are around four times more likely to develop occupational asthma than the average UK worker. Once someone is sensitised, even tiny amounts of dust can trigger a serious reaction for the rest of their working life. So what feels like a nuisance to the crew reads, to an inspector, as a health risk with a long fuse.

None of this means an investigation is inevitable. It means the trigger is often invisible on the shop floor and obvious the moment someone trained looks at your air, your extraction and your paperwork together.

The inspection itself

What is the HSE actually looking for when they arrive?

The woodworking sector has been a deliberate focus for HSE inspectors for several years, as part of a wider drive to cut occupational lung disease. In one national programme of more than 1,000 woodworking inspections, around 78% of the businesses visited were found not to be adequately protecting workers from respiratory sensitisers such as hardwood, softwood and composite board dust. That is not a fringe problem - it is most of the industry.

When an inspector walks in, they are not hunting for a single dramatic failing. They are building a picture from ordinary evidence: is dust visibly escaping capture, are hoods positioned where the dust is actually made, is anyone dry-sweeping or blowing down with compressed air, and - crucially - can you show that your extraction has been proven to work rather than merely assumed to. They will ask about your COSHH assessment, your health surveillance, and the condition and testing of your Local Exhaust Ventilation.

That last point is where a surprising number of otherwise tidy workshops come unstuck. The kit looks fine, it hums away, the bags fill up - but there is no current evidence that it is capturing dust to the standard the law expects. If the paperwork cannot back up the performance, the inspector has little choice but to dig further, and that is the moment an ordinary visit becomes an investigation.

The heart of the matter

Why does LEV testing sit at the centre of it all?

Local Exhaust Ventilation is the engineering control that removes dust at the point it is created, before it reaches anyone’s breathing zone. Under the Control of Substances Hazardous to Health Regulations, once you rely on LEV to control exposure you are also legally required to keep it working - and to prove it. That proof is the thorough examination and test, carried out by a competent person at intervals not exceeding 14 months for most woodworking processes, with the records kept for at least five years.

The 14-month figure trips people up, so it is worth being plain about it. It is a maximum, not a target. If your risk assessment shows the system deteriorates faster, or the process is higher risk, you test more often. A thorough examination is also far more than someone glancing at the fan. A competent tester measures air flow and capture velocity at each hood, checks ductwork and filters, compares the readings against the commissioning benchmark, and issues a clear pass, remedial or fail with the numbers to support it.

Why does this matter so much to control? Because extraction quietly loses performance. Ducts partially block, filters load up, dampers drift, hoods get moved a few inches to make room for a job and never get moved back. None of that is visible from across the workshop, but any of it can drop capture below the level needed to keep airborne dust under the workplace exposure limits.

Those limits are the yardstick the whole system is measured against. In the UK, the workplace exposure limit for hardwood dust is 3 mg/m³ as an 8-hour average - a figure tightened from 5 mg/m³ back in January 2020 - while softwood dust sits at 5 mg/m³. Where hardwood and softwood dusts are mixed, the stricter 3 mg/m³ limit applies to the whole mixture. These are published in the HSE’s EH40 guidance, and they are exactly the numbers an inspector has in mind when they look at the haze in your air.

This is also why wood dust deserves the same respect as any hidden hazard. It is genuinely easy to underestimate the risk of something you see every day, and treating it as background scenery is precisely how exposure creeps up. Staying ahead of it

How do you stay on the right side of an inspection?

The reassuring part is that the businesses who avoid trouble are rarely the ones with the newest equipment - they are the ones who can demonstrate control. That comes down to a handful of habits rather than a huge spend.

Start with a live COSHH assessment that names wood dust honestly and sets out how you control it. Keep your LEV within its 14-month examination cycle and act on any remedial actions promptly rather than filing the report and forgetting it. Retain those test records for at least five years so the history is there when you need it. Put good housekeeping alongside the engineering - vacuum with a suitable filtered unit rather than sweeping or blowing down, and provide the right respiratory protection for the tasks extraction cannot fully cover. And keep health surveillance running, because early signs of sensitisation are far easier to manage than an established case.

Preparation genuinely changes the tone of a visit. Knowing how to prepare a workshop for an HSE visit - having the records to hand, the system tested, and the team able to explain the controls - turns a potentially tense inspection into a straightforward conversation. Inspectors respond well to a business that clearly takes the risk seriously, even where there is minor tidying up to do.
