Why Ventilation Cleaning Belongs in Your Compliance Plan

The ducts are out of sight, but the duty is not optional. How to build ventilation hygiene into a plan you can prove.

Ventilation cleaning is one of the easiest things to leave off a compliance plan, because the ducts are out of sight and nothing appears to go wrong when they are ignored. Yet the cleanliness of a building air systems is a legal duty, not a nicety, and it is the kind of duty that stays invisible right up until an inspection, an insurance claim or an outbreak of complaints makes it very visible indeed.

Why cleaning is a compliance matter

The internal surface of a ventilation system is roughly a tenth of the floor area it serves, and everything that lands on that surface, dust, grease, moisture, microbial growth, sits in the airstream that occupants breathe. Left unmanaged it restricts airflow, degrades air quality and, in kitchen systems, accumulates as a fire load. That is why UK employers and building operators are bound to keep ventilation clean and maintained under the Workplace regulations and the wider health and safety framework, and why insurers increasingly want documented proof of it before they pay out. A compliance plan that lists fire alarms and electrical testing but says nothing about the air systems has a hole in it.

The standards that set the bar

What good looks like on paper

The reference point for general ventilation hygiene is the BESA specification TR19 Air, published in April 2024 as a dedicated standard for the internal cleanliness of air systems and aligned with the British and European standard BS EN 15780. It takes a risk based approach: systems are classified as low, medium or high according to the sensitivity of the spaces they serve, and that classification sets both how often the ductwork is inspected and the point at which cleaning becomes necessary. A single building can carry several classifications at once, with a plant room treated as low and a healthcare space as high, so the plan has to map the building rather than apply one blanket interval.

Kitchen grease extract sits under its own specification, TR19 Grease, because grease is a fire risk rather than an air quality one, and it is cleaned to keep deposits below the level at which they become dangerous. Process extract, or local exhaust ventilation, answers to the HSE guidance HSG258 and carries a statutory examination and test at least every fourteen months. Fire dampers within the ductwork are a further duty again, tested by a competent engineer under the relevant fire safety standards. A credible plan names each of these regimes, assigns the right one to each system, and records the frequency for all of them rather than lumping ventilation into a single line item.

Running through all of it is the same principle: cleaning without a record is, for compliance purposes, close to worthless. Every clean should produce a post clean verification report with before and after evidence, and those reports build into the audit trail that proves the duty has been discharged. The industry is formalising this further through registration schemes that let a building owner check a contractor is accredited and independently audited, much as a gas engineer is checked, which makes the paperwork behind a clean as important as the clean itself.

From ad hoc cleans to a real plan

Turning this into a working plan means treating ventilation hygiene the way a good facilities team already treats fire and electrical safety: as a scheduled, evidenced, non negotiable strand of the maintenance regime rather than a job that surfaces when someone notices a smell. The practical steps are to inventory every air system in the building, classify each one, assign its governing standard and interval, book competent contractors against that schedule, and file the verification reports where an auditor or insurer can find them. Where budgets are tight, the cleaning duties that carry statutory or fire weight belong near the top of the queue, which is exactly the reasoning behind prioritising building maintenance on a limited budget rather than spreading thin attention evenly across everything.

Who actually holds the duty

Ownership, leases and the paper trail

One recurring trap is uncertainty over who owns the duty in the first place. In a multi tenanted or leased building the responsibility for cleaning and testing the air systems can sit with the landlord, the managing agent or the occupier depending on the wording of the lease, and a gap in that wording becomes a gap in the compliance plan. Sorting out those obligations early, ideally when the lease is negotiated, avoids the situation where everyone assumes someone else is booking the cleans; it is one of the repair obligations worth checking in a catering lease before signing. Get the ownership clear, put every air system on a classified schedule, keep the verification reports, and ventilation cleaning stops being the weak point in the plan and becomes one of the parts you can actually prove.
