The detail
When a new production line goes in, its extraction has to be commissioned before the line is relied on - and commissioning is far more than switching the fan on and watching dust disappear. HSE guidance is specific: commissioning assesses control and demonstrates whether the LEV adequately controls exposure to the substances it is meant to capture. It is the formal proof that what was designed and installed actually performs, on this line, in this building.
The core of it is measurement at every hood. An engineer records the airflow and the static pressures across the system, confirms that capture velocity at each source is enough to draw the contaminant in, and checks that the system is correctly balanced - so that opening one hood does not starve another. Where a line has many capture points, balancing is what stops the far hoods being quietly under-served by the ones nearest the fan.
Those figures become the benchmark. Commissioning defines the performance targets - the flow rates and pressures - that every future thorough examination, and all the maintenance in between, will be judged against. Without them there is no reference point: a later test can measure the system but cannot say whether it has drifted, because there is nothing to compare it to. This is why a missing commissioning baseline is one of the first gaps an examiner flags.
All of it is captured in a commissioning report. HSE expects this to record the system's general condition and operating conditions at commissioning, the configuration and components - fan specification, filter media, waste collection, make-up air and discharge arrangements - photographs of the key parts, and the methods used to judge performance, from airflow and pressure measurements to smoke tests and dust lamps. It should be written so you can actually understand the results, and kept for the life of the equipment.
What it means for you
A well-commissioned line starts its working life with proof it controls exposure and a clear datum for everything that follows. The fourteen-month thorough examinations become meaningful comparisons rather than standalone snapshots, maintenance is targeted at holding the baseline, and any drift shows up early against a known starting point. The value of commissioning is felt every year afterwards.
Skipping it, or accepting an installation without a commissioning report, stores up trouble. The line may control exposure or it may not, and there is no way to demonstrate which - to an inspector, an insurer or the workforce. The first thorough examination then has to establish a baseline retrospectively, on a system that has already been running, which is a weaker position than commissioning it correctly from new.
Commissioning a new production line properly is, in short, how you turn a designed-and-installed system into a proven one with a documented reference point. It is the bridge between buying extraction and being able to show it works - and the foundation the whole examination and maintenance regime is built on.
