A convincing certificate is easy to print; a compliant clean is not. Here is how to verify a TR19 Grease certificate is genuine, and spot the reports that would fail under scrutiny.

A certificate on the wall is not proof of a compliant clean - the paperwork behind it is, and a genuine one leaves a clear trail you can follow.

If you run or insure a commercial kitchen, the document that matters after an extract clean is not a single glossy certificate. It is the Post-Clean Verification Report, or PCVR, written to the BESA TR19 Grease specification. Plenty of certificates look convincing and mean very little. This guide shows you how to tell a genuine, defensible record from a token that would fall apart under scrutiny.

The three quick checks that catch most fakes

You do not need to be a ventilation specialist to spot a weak certificate. Work through these three groups and most problems reveal themselves within minutes.

Who signed it - and are they on the register?

  • The operative is named, and holds a BESA Grease Hygiene Operative (GHO) qualification; the person signing off and verifying should hold the Grease Hygiene Technician (GHT) qualification.
  • The contractor is a member of BESCA and appears on the BESA Vent Hygiene Register (VHR) - the official list of TR19 Grease contractors, which you can check directly on the BESA website.
  • A genuine clean is logged on the BESCA VHE portal, which generates its own third-party BESCA certificate as independent evidence rather than a document the contractor simply prints for themselves.
  • The company name, address and a real contact route are present, so the claim can be traced back to an accountable business.

What the report itself must contain

  • An executive summary that states plainly, yes or no, whether the system was cleaned in its entirety - not vague phrasing that dodges the question.
  • Before-and-after photographs taken from matching positions, covering the canopy, filters, riser and horizontal ductwork through to the fan.
  • A schematic or “as installed” drawing showing the main components with access panels and test points clearly marked, and any sections that could not be reached highlighted.
  • Where the system could not be fully cleaned, a written explanation of why, plus recommendations to remedy it - for example fitting additional access panels.
  • The date of the clean, the site address, and the recommended interval before the next clean.

The numbers that prove the clean

  • Grease deposit readings taken with a Deposit Thickness Test (DTT) or Wet Film Thickness Test (WFTT), recorded at named points before and after.

Why the paperwork matters more than the badge

It replaced the kitchen-specific guidance that used to sit inside the broader TR19 document, and it is the benchmark insurers and fire risk assessors now expect you to meet. The important shift to understand is that compliance is not a certificate you buy - it is a standard of work you can evidence.

That distinction becomes very real after an incident. If a fire starts in or spreads through a grease-laden extract system, your PCVR will be examined forensically by expert witnesses acting for insurers. They are not looking at whether a certificate exists; they are checking whether the report genuinely proves the whole system was cleaned to the standard on the date claimed. A one-page certificate with a logo, no photographs, no grease readings and no drawing tells them almost nothing - and a claim can be challenged or refused on exactly that basis. The single most common weakness is silence on whether the system was cleaned in its entirety. Real kitchens are awkward. Long horizontal duct runs, sealed risers and fans on the roof often cannot all be reached through the access that exists, and a professional says so in writing. A report that quietly implies a perfect clean while leaving whole sections unmentioned is more dangerous than an honest one that flags an unreachable run and recommends new access panels - because the honest report protects you, and the flattering one exposes you. If every certificate you have ever received shows a spotless system with no caveats, treat that as a warning sign rather than good news.

Photographs are where a genuine report earns its keep, and where weak ones fall down. Matching before-and-after images from the same position let you see grease actually removed from the same length of duct, not a tidy shot of a filter that was never the problem. Be wary of stock-looking images, photos with no location context, or an “after” set that conveniently avoids the parts hardest to clean. The grease readings do the same job in numbers: a deposit thickness recorded at named test points, before and after, is far harder to fake than a signature. If a certificate quotes no measurements at all, there is no objective proof anything changed.

Frequency is another quiet tell. TR19 Grease does not set one blanket interval for every kitchen; it links the recommended cleaning schedule to how hard the extract system works. A heavy-use operation running long hours on chargrills and fryers may need cleaning several times a year, while a light-use kitchen might reasonably be assessed as annual. A genuine report explains the interval it recommends and ties it to your cooking load and the grease readings taken on the day. A certificate that simply stamps “clean annually” on every site, regardless of how the kitchen is used, has not really assessed your risk - it has applied a default.
