How to Manage a Contractor on a Live Site

Handing a live kitchen to a contractor goes wrong when everyone assumes someone else is in charge of the room. Here is the running order that keeps the work safe and the service running.

Case postmortem

A duct crew arrived at 11am to clean a kitchen extract system, and by 11:40 the site was in full evacuation - during a live lunch service - because nobody had agreed who was in charge of the room.

Here is how it unfolded. The booking said "morning access, kitchen quiet." It was not quiet. The head chef was prepping for a hundred covers, six burners lit, the canopy running. The cleaning technicians needed to open access panels along the horizontal ductwork, drop the fan, and work over the cooking line. To reach the plenum they set up steps directly over a live range. Someone switched the extract fan off at the isolator to work on the impeller - which meant the grease-laden air from the still-burning hobs had nowhere to go. Heat and smoke built under the canopy, the aspirating detector picked it up, and the alarm sounded. Service stopped. The kitchen lost the better part of a day, the client lost a room full of bookings, and the contractor lost the account.

Nothing here was exotic. No one was hurt. That is exactly why it is worth taking apart, because every failure in the chain was a management decision that was never actually made - it was assumed. Managing a contractor on a live site is not about trusting good people to be careful. It is about deciding, in advance and in writing, who controls the space, what has to be switched off before a spanner is lifted, and what "done" looks like when they leave.

Those three anchors matter because they turn a vague sense of "being careful" into specific, checkable actions. A site induction is a legal expectation, not a courtesy. The cleaning standard is measurable, so you can define the finish line before the job starts. And a permit to work is the mechanism that stops a technician touching a live system until someone with authority has confirmed it is safe to touch. Skip any one of them and you are relying on luck, which is precisely what ran out in the scenario above.

What went wrong

Strip the incident back and there was no single villain. There was a series of small gaps, each survivable on its own, that lined up into a real event.

  • The site was never actually closed to production. "Kitchen quiet" was a hope written on a booking sheet. Nobody confirmed the cooking line would be cold and the gas isolated before the crew arrived, so the contractor met a live, hot environment they had priced as a dormant one.
  • No one owned the room. The chef thought the cleaners would work around service. The cleaners thought the kitchen would be handed over. With no agreed controller of the space, two competing activities ran on top of each other over open flames.
  • The fan was isolated without thinking through the consequence. Switching off extraction while hobs are lit removes the only route for heat, smoke and combustion products. That is not a cleaning decision, it is a life-safety one, and it was made on the hoof.
  • There was no permit to work. A permit would have forced the questions that were skipped - is the appliance line off, is the gas isolated, is the fan locked off safely, who signs it back on - before a panel was ever opened.
  • The induction was skipped. The crew did not know the evacuation routes, the alarm zones, or who the responsible person on site even was. When the alarm went, nobody on the contractor side knew what to do except add to the confusion.

The common thread is assumption standing in for agreement. Under the Regulatory Reform (Fire Safety) Order 2005 the "responsible person" - the operator or the person in control of the premises - carries the duty to keep the place safe, and that duty does not pause because a contractor is on site. If anything it sharpens, because now there are two organisations who each assumed the other had it covered.

The fix

You do not need a bigger safety department to prevent this. You need a short, disciplined sequence that happens the same way every time, whether the job is a single canopy or an estate-wide programme. Treat the list below as the running order for handing a live space to a contractor and getting it back cleanly.

Before the crew arrives

  1. Fix the access window and put it in writing. Decide whether the work is done out of hours, on a planned closure, or in a genuinely isolated section while the rest of the kitchen runs. "Morning" is not a window. "06:00 to 09:00, gas off, line cold, room handed over" is.
  2. Get project-specific RAMS and read them. Ask for a Risk Assessment and Method Statement written for your kitchen, not a generic template. It should name the hazards the work itself creates - working at height over appliances, isolating the fan, dust and debris from panel removal, chemical cleaning agents - and say how each is controlled. Vague RAMS are a red flag about how the day will actually run. Where cutting, drilling or grinding is involved, the same document should address the airborne hazards that creates, including any silica dust exposure if masonry or board is disturbed to reach the ductwork.
  3. Check competence, not just a logo. For kitchen extract cleaning, the technicians should be trained to TR19® Grease, and a firm certifying to that standard will typically hold BESCA Ventilation Hygiene Elite membership with work registered on the BESCA portal. That is your evidence the clean will stand up to an insurer or a fire risk assessor, not just look tidy.
  4. Confirm insurance and the responsible-person chain. Get the certificate of insurance in advance and agree, in one sentence, who the site’s responsible person is and who the contractor’s supervisor is. Those two names run the day between them.

While the work is live

  1. Induct before boots hit the floor. A five-minute, site-specific induction covering alarm zones, escape routes, the assembly point, isolation points and who to find in an emergency satisfies the CDM 2015 Regulation 15 expectation and, more importantly, means the crew can react correctly if something goes wrong.
  2. Run the isolations as a permit, not a favour. Before any panel opens, confirm the cooking line is off and cold, the gas is isolated, and the fan is locked off in a way that has been thought through - not switched off mid-service under a lit canopy. Hot works, if any grinding or welding is needed, get their own permit with a fire watch and a defined cooldown period.
  3. Keep one controller of the space. Only one activity owns the cooking line at a time. If the kitchen genuinely must keep serving, physically segregate the work area so the contractor and the chefs are never fighting for the same square metre over heat.
  4. Verify against the standard before sign-off. A compliant clean produces evidence - pre and post photographs at agreed access points, grease-depth readings against the TR19® Grease threshold, and a report naming what was and was not reachable. BS EN 15780:2025 ties cleaning to measured cleanliness rather than a fixed calendar, so the report should show where you now sit and when the next inspection is due.
  5. Reinstate deliberately and hand back. Panels refitted, fan returned to service and tested, gas and appliances brought back on in the right order, area left clean. Nobody starts cooking again until the responsible person and the contractor’s supervisor have jointly agreed the room is back.
If you run more than one kitchen, bake this running order into a planned maintenance programme across the estate so every site gets the same controlled handover.

None of this slows a competent contractor down. A firm that works to TR19® Grease expects to be asked for RAMS, expects to be inducted, and expects to isolate before it opens a system - because that is how the standard is written and how insurers now read it. The friction only appears when a site treats the visit as "someone popping in to clean the ducts" rather than as controlled work on live plant. Get the controller of the space named, the isolations permitted, and the finish line defined against a measurable standard, and the day that went so badly wrong in the scenario above becomes an unremarkable three hours that nobody remembers - which is exactly what good contractor management looks like.
