A commercial kitchen is one of the hottest workplaces most people will ever set foot in, and a heatwave turns a difficult environment into an unbearable one. Ovens, ranges, fryers and grills pour heat into a confined room, chefs work hard in heavy whites, and the humidity from cooking and washing keeps the air heavy. When the weather outside climbs on top of all that, the kitchen becomes the place where good staff quietly decide they have had enough, and skilled people are hard and expensive to replace.
It surprises many operators that there is no legal maximum working temperature in the UK. The Workplace Regulations require only that the temperature indoors is reasonable, and the HSE deliberately sets no upper limit because some workplaces, kitchens and bakeries and foundries among them, are hot by their very nature. There is a minimum guideline of around 16 degrees C, or 13 degrees C for heavy physical work, but nothing at the top. What that absence really means is not that heat is unregulated but that the duty is to assess and manage the risk rather than watch a single number.
Framed as a staffing problem, heat is a retention problem. A kitchen that is merely survivable in a heatwave loses hours to fatigue, errors and short tempers, and loses people to competitors whose kitchens are better managed. The operators who keep their teams through a hot summer are the ones who treat the heat as something to engineer down, not endure.
Comfort is not a thermostat
Thermal comfort, the HSE is clear, is not measured by the reading on a wall thermometer. It depends on six things working together: air temperature, the radiant heat thrown off hot surfaces, air movement, humidity, the clothing people wear, and how hard they are working. A kitchen scores badly on nearly all of them at once, which is why a room that reads a modest number on a thermometer can still be punishing to work in. The World Health Organization suggests around 24 degrees C as a comfortable ceiling, a figure most kitchens blow past by mid-service.
Because comfort is multi-factor, so are the fixes. You can remove or reduce heat at source, move air to aid the body's own cooling, cut the humidity, lighten what people wear where food safety allows, and reduce the sheer physical load with better layout and equipment. Above all, you keep people hydrated and rested: working in heat means losing water through sweat that has to be replaced, so cold drinking water within easy reach and short breaks in a cooler spot are not perks but controls.
None of it works, though, if the hot air simply has nowhere to go. In a kitchen the single biggest lever on heat is the ventilation, because the extraction that pulls cooking heat, steam and fumes out of the room is doing double duty as the main cooling system. When that system is undersized, poorly balanced or clogged, every other measure is fighting uphill against air that is not being removed.

The heat that drives staff out is rarely just the weather; it is usually a ventilation system that is not moving the air it should, and that carries a bill beyond morale.
