Your flooring is quietly assessed the moment an inspector walks in - for hygiene, for slip safety, and for the small joins where dirt hides. Here is how to choose a floor that earns its rating rather than losing you marks.

The inspector rarely says so out loud, but the floor is one of the first things they read.
Picture the visit. An environmental health officer steps through the back door, clipboard in hand, and before they have looked at a single fridge probe or a chopping board they have glanced down. They notice whether the surface underfoot is sound or tired, whether the grout lines are dark with old grease, whether the join where the floor meets the wall is a clean curve or a sharp ninety-degree crack packed with the residue of a hundred busy services. They tilt a loose tile with the toe of a boot. They watch how water sits after a mop rather than draining away. None of this is written on a poster, yet all of it feeds the score the premises walks away with.
Most kitchens that lose marks on structure do not lose them because someone chose an outright wrong floor. They lose them because the floor was chosen for how it looked in a showroom, or for the lowest quote, rather than for the two jobs it actually has to do - stay hygienic and stay safe underfoot - and for the details that let cleaners keep it that way. Get the choice right at the start and the floor becomes one less thing to worry about for years. Get it wrong and it becomes a recurring line on every inspection report you receive.
Two separate strands of law meet on your kitchen floor, and they are assessed by different lenses. One is food hygiene, which is what the inspector who sets your Food Hygiene Rating is thinking about. The other is slip safety, which is workplace law and sits with the Health and Safety Executive. A floor can quietly satisfy one and fail the other, so it pays to understand both before you buy anything.
The relevant duty comes from Regulation (EC) No 852/2004, retained in UK law after leaving the EU. Annex II is blunt about what a floor covering has to be. Surfaces must be maintained in a sound condition and be easy to clean and, where necessary, to disinfect - which in practice means the material has to be impervious, non-absorbent, washable and non-toxic. Where appropriate, the floor also has to allow adequate surface drainage so water and cleaning fluids run away rather than pooling. That single sentence rules out a surprising number of finishes. Bare concrete soaks up grease and liquid. Timber, laminate and anything porous holds moisture and bacteria in a way no amount of scrubbing fully removes. An inspector assessing the physical condition of your premises is checking exactly this: are the floors clean, in good repair, and free from cracks, flaking and damp.
The Food Standards Agency rating that follows an inspection rests on three elements - how hygienically food is handled, how the business manages food safety, and the physical condition of the premises. That last element, worth its own weight on the 0 to 5 scale, is where floors, walls, coving and seals are examined together. A cracked quarry tile or a section of lifting vinyl is not a cosmetic complaint; it is engrained dirt waiting to happen, and it reads as a structure that cannot be properly cleaned.
Hygiene is only half the picture. A perfectly washable floor that turns into a skating rink the moment fat and water hit it fails the other duty entirely. Slip resistance is measured two ways in the UK, and a competent specification names both. The R rating comes from the German ramp test (DIN 51130) and runs from R9 to R13; the Pendulum Test Value comes from BS 7976 and is the figure the HSE actually leans on when investigating a slip. The pendulum swings a rubber slider across a wetted floor and reports how much friction slowed it - a PTV of 36 or above sits in the low-risk band, 25 to 35 is moderate risk, and 0 to 24 is high risk.
Once you know what the law asks, the choice narrows to a handful of proven materials and a set of details that decide whether the finished floor is genuinely cleanable. This is where money is well spent, because the difference between a floor that passes for a decade and one that starts failing within two years is almost always in the specification and the edges, not the headline product.
A few finishes have earned their place in UK commercial kitchens because they meet the impervious-and-washable test while standing up to heat, trolleys, dropped pans and daily chemical cleaning. Each has its place, and the right answer depends on your zones, your budget and how much disruption you can absorb during installation.
Whatever the material, the enemy is the join. Every seam, every grout line and every threshold is a place where the impervious surface can break down. That is why a poured floor with almost no joints so often outlasts a tiled one that looked identical on day one.
The single detail that separates a floor which passes from one which struggles is the junction where floor meets wall. A sharp ninety-degree angle there is very hard to clean and an ideal breeding ground for bacteria, which is why coving matters so much. A coved skirting curves the floor up the wall - typically to somewhere around 100mm to 150mm high - so there is no corner for grease and soil to lodge in and a mop can reach every part of it. Inspectors look at coving, seals and the condition of the structure as one, and a clean, intact cove is a strong signal that the whole floor can be kept properly.
None of this replaces the daily and periodic cleaning that keeps a floor honest, but the right specification makes that cleaning possible and quick. A floor is one part of a much bigger inspection picture - the same visit that judges your structure will also weigh how you handle food and prove your controls, from allergen records to whether you can keep probes and thermometers inspection-ready. Treat the floor as the foundation it literally is, choose it for cleanability and grip rather than looks, and it stops being a risk on the report and becomes part of the reason you pass a food hygiene inspection first time.

For general wet food-preparation areas, aim for at least an R11 rating (DIN 51130) together with a wet Pendulum Test Value of 36 or above under BS 7976, which sits in the low-risk band the HSE recognises. In areas with heavy oil and fat contamination, such as fryer and wash-up stations, step up to R12 with a surface profile that displaces grease. Always ask for the actual test certificate, because the R rating and the pendulum value do not convert neatly and only the pendulum figure carries weight in a slip investigation.
A sharp ninety-degree join between floor and wall is very difficult to clean and an ideal place for grease and bacteria to build up, so it is a recurring weak point in food premises. Coved skirting curves the floor up the wall, usually to around 100mm to 150mm high, removing the corner entirely so a mop can reach every part of it. Because environmental health officers assess floors, coving and seals together as part of the premises' physical condition, clean and intact coving is a strong signal that the whole floor can be kept hygienic.
