Buying good masks is the easy part. Proving that each one actually seals to the person wearing it is the part that gets skipped, and it is the part the law treats as mandatory. Without a face-fit test, an expensive respirator is just an assumption strapped to someone's face.
A tight-fitting respirator works by forcing every breath through its filter. That only happens if the edge of the mask seals cleanly against the skin; if there are gaps, air takes the easy route and flows around the filter instead of through it, carrying the contaminant straight into the lungs. A mask that leaks does not offer reduced protection, it offers a false sense of it, which is arguably more dangerous than no mask at all because it stops people worrying about an exposure that is still happening.
People come in different shapes and sizes, and those differences are significant enough that no single facepiece seals on every face. That is precisely why the fit has to be checked for the individual, on the specific make, model, type and size they will actually use. Where the COSHH approved code of practice requires tight-fitting RPE as a control, face-fit testing to confirm the seal is a requirement, not a nicety, and inspectors treat a missing fit test as a real failing.
The evidence behind the rule is blunt. HSE research into wearer stubble found that even a short growth of beard sharply reduces the protection an FFP3 or half mask provides, and work during the pandemic showed that a single popular mask model failed to fit large numbers of staff, disproportionately women and people from some ethnic groups. A mask is not a generic item that works on anyone who straps it on; it is a fitted piece of safety equipment, and the fit test is what turns an assumption into a fact.
Two ways to test
There are two basic methods. Qualitative fit testing relies on the wearer's sense of taste: a hood is placed over the head and a bitter or sweet aerosol released, and if the wearer cannot taste it while performing a set of exercises, the mask is judged to seal. It is simple and low-cost, but subjective, and it is only valid for disposable and half masks, not full-face respirators. Quantitative fit testing instead measures the seal with an instrument, producing a numerical fit factor that objectively compares the particle concentration inside and outside the mask. It suits half and full-face masks and removes the guesswork.
Whichever method is used, the test only means something if it is done properly and by someone competent. The wearer must be clean-shaven along the seal, trained to don the mask themselves, and tested on the actual facepiece they will wear. Get the process sloppy and a pass on paper still leaves a leak in practice.
Competence is not automatic. The person carrying out the test needs training and practical experience, and the Fit2Fit accreditation scheme run by the British Safety Industry Federation, developed with the HSE, is the usual way an employer demonstrates a tester is up to the job. A half-day certificate on its own does not make someone a competent fit tester.
Part of a bigger job
Face-fit testing proves the seal at the moment of selection, but it does not, on its own, keep anyone safe. It belongs inside a wider effort to get respiratory protective equipment right: choosing an adequate and suitable mask for the hazard, training wearers to put it on correctly, and having them run a quick pre-use fit check every single time. The fit test and the daily fit check are different things, and both are needed. One confirms the facepiece can seal on that face; the other confirms it has been donned properly today.
What is at stake
The reason this is not paperwork for its own sake is that the substances behind the mask are the ones that cause permanent harm. A respirator worn against isocyanates, flour or wood dust that leaks even slightly is letting through a sensitiser, and it takes very little to tip a susceptible worker into occupational asthma, one of the causes hiding in plain sight. Retest when the facepiece changes, when the wearer's face changes through significant weight loss or gain or dental work, and periodically as good practice, because a seal proven two years ago on a different face is no seal at all. The whole value of the mask lives in that unbroken line where it meets the skin.
Questions
Where tight-fitting RPE is used as a control under COSHH, the approved code of practice requires that the fit is checked by face-fit testing. In practice that makes it mandatory for the masks it applies to. An inspector who finds tight-fitting RPE in use with no fit test records will treat it as a compliance failing.
There is no single fixed interval in law, but a retest is needed whenever the facepiece make, model or size changes, and whenever the wearer's face changes significantly, for example through notable weight change or dental work. Many employers also retest periodically as good practice, since a fit can change over time.
Not for a tight-fitting mask. Facial hair along the seal prevents a reliable fit, so the wearer must be clean-shaven in that area for the test and whenever they wear the mask. Where being clean-shaven is not possible, loose-fitting powered RPE that does not rely on a facial seal is the correct alternative and does not need a fit test.
